There are quite many Content Management Systems (CMS's) out there that are great. Some of them have great many features which may benefit some but not most, however having ton of features makes things bloated, slow and/or too complicated. Some other frameworks lack features or simplicity.

Foliopages CMS is lightweight, fast and simple as well as flexible. It is geared towards average users and web designers alike. Designers will find its templating system to be super simple.
